🇨🇳 China completes largest revision of university patents to speed up their use in industry
The PRC has completed the first nationwide audit of the patent portfolios of universities and research organizations in the country's history.
📊 Scope of audit:
📍1.349 million patents analyzed.
📍680 thousand developments are recognized as promising, including from the point of view of meeting the needs of 460 thousand enterprises in the real sector of the economy 🗓 Program results (2023–2025): About 80 thousand patents from 2,700 universities have already been brought to the market. By the end of 2025, the level of their applied use reached 10.1% at universities and 17.2% at research institutes.
💱 Economic effect: In 2025, the volume of patent-based technology contracts reached 1.18 trillion yuan, significantly exceeding expectations.

The Ministry of Education of the People's Republic of China is launching the next stage, where new technologies and business models will play a major role:
1️⃣ Digital “accounting and control”: A unified patent database is being created on the basis of the national data center. Now each development is viewed through the prism of its own life cycle - patents stuck on shelves will be identified automatically. 2️⃣ Use of AI agents: Instead of manual search, “smart profiling” (智能画像) is being implemented. AI analyzes the potential of a patent and selects an industrial scenario for it and the most suitable enterprises.
3️⃣ “Use first, pay later” model: To support small businesses, universities are introducing the “先使用后付费” scheme. Companies can implement the technology almost free of charge, and royalties can be paid only after it begins to generate profit.
4️⃣ Change of KPI for scientists: The “Transformation Efficiency Index” is being introduced. Now the success of a university or research institute is assessed not by the number of applications, but by the extent to which their developments are in demand in the real sector.
🇨🇳 China intends to virtually eliminate the concept of a “junk patent.” The patent system is turning into a high-tech marketplace, where science must work for industry in real time.
